Why this matters to Filipinos

FMB News connects the verified facts and evidence in this report to the decisions, costs, opportunities, and risks that may affect Filipinos, Philippine communities, and the country.

Editorial standard: Sources are listed below. Verified reporting, attributed claims, uncertainty, and analysis remain distinct.

Verified facts

What happened

Under Proclamation No. 1006, August 21, 2026 is Ninoy Aquino Day and a special non-working day. August 31, 2026, the last Monday of August, is National Heroes Day and a regular holiday.

For August 21, the general rule is 'no work, no pay' unless a favorable company policy, practice or collective bargaining agreement provides otherwise. Employees who work the first eight hours are entitled to 130% of their basic wage. For the regular holiday on August 31, employees who qualify for holiday pay and do not work are entitled to 100% of their wage for the day, subject to the labor advisory's conditions, while employees who work the first eight hours are entitled to 200% of their basic wage. Overtime and rest-day combinations carry additional premiums.

Context

Context

The FMB News email described the rules as a newly issued Labor Advisory No. 12 on August 15, 2026. The official DOLE record instead shows that Labor Advisory No. 12, Series of 2025 was issued in 2025 to govern regular holidays, special non-working days and special working days for the entire year 2026.

FMB News is therefore publishing the verified wage rules and correct advisory reference rather than repeating the email's incorrect issuance date.

Filipino relevance

Why this matters

The distinction between a special non-working day and a regular holiday changes both unworked-day treatment and the premium due when an employee reports for work. Employers and workers should use the correct holiday classification when computing August payroll.

What to watch next

What to watch next

Workers should check their employer's payroll policy or collective bargaining agreement where applicable, especially for special-day pay beyond the statutory minimum, and watch DOLE channels for any later clarification affecting the August holidays.
