The House prosecution formally supported a proposal to organize Vice President Sara Duterte’s impeachment trial on an article-by-article basis, according to the Senate impeachment court’s spokesperson on July 28.
Under the proposed sequence, the prosecution would finish presenting one article, the defense would answer that same article, and both sides would complete related rebuttal evidence before the court moved to the next charge. The ordinary alternative would have the prosecution present all articles first and the defense present its entire case afterward.
Senate leaders said the proposed format could reduce long gaps between the presentation of a charge and the defense response. It could also allow senator-judges to keep the evidence for each article more clearly separated.
The prosecution’s manifestation did not by itself change the rules. Reporting at the time said implementation still depended on the defense’s agreement and the impeachment court’s approval. A contemplated cancellation or rescheduling of the next confidential-funds hearing likewise required an official court action.
The proposal had strategic consequences for both sides. The defense could answer Article IV earlier, while prosecutors would move into later articles only after completing the full evidentiary cycle for the preceding charge. Whether that would shorten the overall trial depended on witness volume, objections and the court calendar.
