The House prosecution formally ended its presentation under Article IV after calling three National Bureau of Investigation witnesses concerning Vice President Sara Duterte’s alleged threats against President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos and former House speaker Martin Romualdez.

The final witness was NBI Director Melvin Matibag, who described the bureau’s assessment of the recorded remarks and related investigative information. The defense challenged portions of the testimony as hearsay and questioned whether conclusions about an alleged wider plan were supported by first-hand evidence admissible against Duterte.

After resting, prosecutors publicly argued that they had presented enough evidence and that the defense should now answer the charge. That assertion was the prosecution’s legal position. It was not a declaration by the senator-judges that the burden had legally shifted or that Article IV had been proven.

The defense maintained that the prosecution continued to carry the constitutional and evidentiary burden and said Duterte’s remarks had been removed from their conditional and political context. It could still present witnesses, documents and legal arguments if ordered to begin its case under the court’s chosen trial sequence.

The impeachment court had not issued a verdict on Article IV. The senator-judges retained the responsibility to assess credibility, admissibility and the legal significance of the statements after hearing both sides.
