What happened
The House prosecution panel asked the Senate impeachment court to dispense with the planned testimony of Vice President Sara Duterte’s chief of staff, Zuleika Lopez, and House security official Capt. Belinda Bello before the July 15 hearing. No witness testimony was presented that day.
The change followed several days of National Bureau of Investigation testimony concerning Duterte’s recorded November 23, 2024 remarks. Prosecutors said they were streamlining their presentation and could establish the alleged-threat charge through other evidence. Dropping a witness does not mean that the court accepted the facts that witness might have discussed, and it does not convert earlier testimony into a finding.
The defense benefited procedurally because it would not need to cross-examine Lopez or Bello. At the same time, the defense continued to maintain that the prosecution must prove every element of the charge and that Duterte’s statements had to be evaluated in their full context, including their conditional wording.
The impeachment court proceeded instead to hear arguments concerning requested financial-record subpoenas related to a different article. The court did not rule on Duterte’s guilt under Article IV simply because the witness list was shortened.
The practical effect was a narrower and faster Article IV presentation centered on NBI personnel. That made the reliability, custody and interpretation of the recorded remarks even more important to both sides.

Witness withdrawals can change the speed and shape of a trial, but they are not proof that a charge has succeeded or failed. Filipinos deserve a clear distinction between litigation strategy and a court finding.
