The United States has made progress developing Enhanced Defense Cooperation Agreement sites in the Philippines over the past 18 months, US Under Secretary of War for Policy Elbridge Colby said Thursday.

Colby said Washington was working closely with the Philippine government and anticipated further progress. He framed the work as supporting Philippine sovereignty and national interests.

Context

EDCA, signed in 2014, allows US forces access to designated Philippine military facilities, construction of agreed facilities and the prepositioning of equipment. It does not establish permanent US bases.

There are nine agreed EDCA locations. The four added in 2023 are Naval Base Camilo Osias in Cagayan, Camp Melchor Dela Cruz in Isabela, Lal-lo Airport in Cagayan and Balabac Island in Palawan.
