Inclusive community services for free HIV testing, counseling, treatment support, trans health, and mental health programs. Clinic schedules and available services vary by hub.

English: Ask which hub provides the service, whether an appointment is needed, and if the number accepts calls or texts.

For general health guidance and referral information, including concerns that need a clinician but are not an immediate 911 emergency. Service options can change by region.

English: Prepare the patient’s age, symptoms, when they started, current medicines, and location.

Human rights and discrimination · Government

Commission on Human Rights

For human-rights concerns, gender-based violence information, or discrimination affecting women, girls, and LGBTQIA+ people. This is not a replacement for 911 during immediate danger.

English: Keep dates, screenshots, names, locations, and copies of reports when it is safe to do so.

Tagalog: Itabi ang petsa, screenshot, pangalan, lokasyon, at kopya ng report kung ligtas itong gawin.

Safety and protection

Women, children, and gender-based violence

Use a safe device when possible. If someone monitors the phone, consider calling from a barangay hall, clinic, trusted neighbor, school, or police station.

PNP Women and Children Protection Center

For violence against women and children, sexual violence, threats, trafficking, stalking, or abuse. In active danger, call 911 first.

English: State the safest way and time to contact you. Say if the person causing harm is nearby or has a weapon.

Tagalog: Sabihin kung kailan at paano ka ligtas na makokontak. Sabihin din kung malapit ang nananakit o may dalang armas.

Child protection · Government

MAKABATA Helpline 1383

A national 24/7 reporting and referral mechanism for child abuse, exploitation, neglect, legal questions, psychosocial support, and other child-rights concerns.

English: Share the child’s current location, immediate safety, age if known, and what happened. Do not confront a suspected abuser if it creates more danger.

Tagalog: Ibigay ang lokasyon, kaligtasan, edad kung alam, at nangyari. Huwag harapin ang pinaghihinalaang nananakit kung mas magiging delikado.

Local survivor support

Barangay VAW Desk

Every barangay should have a Violence Against Women desk or a designated officer who can help document a report, discuss safety, and connect a survivor to police, social workers, health care, or a protection order process.

English: Bring an ID if available and any safe evidence. Help should not be refused only because every document is not yet complete.

Tagalog: Magdala ng ID kung mayroon at anumang ligtas na ebidensya. Humingi agad ng tulong kahit hindi pa kumpleto ang lahat ng dokumento.

Free or low-cost legal help

Public Attorney’s Office and IBP Legal Aid

For legal advice, case assessment, and possible representation subject to eligibility, office rules, and available services.

English: Prepare a short timeline, IDs, notices, messages, reports, and court or barangay documents.

Tagalog: Ihanda ang maikling timeline, ID, notice, mensahe, report, at mga dokumento mula korte o barangay.

Medical and financial assistance

DSWD, PCSO, and PhilHealth

Requirements vary by assistance type and office. Use official forms and domains only. No legitimate agency should require payment to “guarantee” approval.

DSWD AICS

Assistance to Individuals in Crisis Situation may cover medical, burial, transportation, education, food, or other crisis support after a social worker’s assessment.

  • Prepare a valid ID and documents matching the need.
  • For medical help, prepare a recent medical certificate or abstract plus the bill, prescription, or laboratory request.
  • A barangay certificate or social case study may be required depending on the case and amount.

PCSO Medical Assistance

The Medical Assistance Program uses an online application for eligible medical requests and can issue a Guarantee Letter or Claim Slip when approved.

  • Create an account only on the official Online MAP website.
  • Upload the required ID and medical documents.
  • Monitor the registered email or mobile number for status.
  • If approved, print the documents and follow the instructions for the partner health facility.

Ask about membership records, benefit packages, YAKAP clinics, case rates, claims, or a callback. Never open a link from an unverified text message.

When sending an email

Use a clear subject such as “Medical assistance request: patient name, province.” In the message, include the patient’s full name, age, location, contact number, assistance needed, short situation summary, list of attached documents, and preferred safe contact method. Do not send passwords or one-time PINs.

Before submitting

Check spelling, dates, doctor details, signatures, license numbers, and document validity. Keep the originals and a copy of every submission. Save the reference number, confirmation email, or screenshot.

Local numbers can change. Unified 911 is the safest national starting point, then the operator can route or coordinate the appropriate local response.

Call for police, fire, ambulance, disaster response, active violence, missing person emergencies, or any situation requiring urgent coordination.

English: Give the exact location first, then describe the emergency, number of people affected, hazards, and callback number.

Tagalog: Unahin ang eksaktong lokasyon, saka sabihin ang emergency, bilang ng apektado, panganib sa lugar, at callback number.

Municipal disaster office

Local MDRRMO

For evacuation, flooding, landslide, storm damage, rescue, local ambulance coordination, and disaster assistance, call 911 or the number published by the official municipal or city page. Do not rely on an old reposted graphic.

English: Share the barangay, nearest landmark, road condition, water level or hazard, and whether anyone is trapped or injured.

Tagalog: Sabihin ang barangay, landmark, kondisyon ng daan, taas ng tubig o panganib, at kung may na-trap o nasugatan.
